Really stupid tax policy ideas

McCain's proposal to suspend the gas tax for the summer (but who knows if it would ever really come back?) deserves some sort of prize. That one is going to be hard to top.

Daniel Shaviro: New York, New York, United States; I am the Wayne Perry Professor of Taxation at New York University Law School. My research mainly emphasizes tax policy, government transfers, budgetary measures, social insurance, and entitlements reform.
