Inspiration for the House Republicans' "A Better Way" tax plan?

But I don't seem to remember Bill McKay (Robert Redford in the brilliant 1972 film, The Candidate) telling California voters about the destination basis.

Daniel Shaviro: New York, New York, United States; I am the Wayne Perry Professor of Taxation at New York University Law School. My research mainly emphasizes tax policy, government transfers, budgetary measures, social insurance, and entitlements reform.
